Reflections on the Conceptualization and Readiness to implement the World Bank Financing Facility (CFF) in Uganda.
Following the submission of Uganda's investment
case to the World Bank, CEHURD undertook a study to explore the quality of
engagement of different stakeholders in the conceptualization, negotiation and
implementation of the GFF grant/loan. The overall goal is to identify existing
capacity needs, gaps as well as opportunities for bridging the governance for
health issues in the conceptualization, implementation, monitoring and
evaluation of the GFF project in Uganda
The project had five specific objectives;
Interrogating the level and quality of participation by Ugandan technocrats in the design
of the GFF and (b)explain the effect it might
have had on the local content if any?
Interrogating the quality of participation
at national and subnational levels (b)and how that affected local content and
ownership
III. Investigate the role of citizen
participation proxied by civil society in defining of the priorities of GFF in
Uganda
Assess Uganda’s implementation
capacity for the GFF (both national and institutional)
V. Interrogating the implementation modalities of GFF in Uganda.
This study
proceeded with a critical review of the GFF-related documents and materials, as
well as interviews with stakeholders at National and subnational level. The findings will provide some evidence on the
extent to which GFF is business unusual or otherwise.
Meeting Objective; To share and discuss the preliminary findings with a wide range of stakeholders in order to receive substantial input/comments to strengthen the credibility of the study, as well as ignite discussion on the business unusual or as usual.
Outcome;
It is anticipated that the meeting will discuss
and provide substantial input/comments to strengthen the credibility of the
study and highlight key gaps that may need to be addressed by different
stakeholders.
